Frequently asked questions about the plot map
Only green plots can be reserved, these are for sale.
You can reserve a plot for sale by filling in the option form. Lelystad Municipality applies the 'first come, first served' principle. If you are the first, you will receive an e-mail with information on how to finalise your option on the plot. You do this by paying an option fee of € 300. An option meeting will then be scheduled with you.
At that time, there are no plots available. There is then no point in filling in the option form, as there is no offer at that time.
Sometimes plots are returned because people do not want to continue with the plot due to certain reasons. This plot is then reverted from orange (under option) to green (for sale) on the Plot Map. It is therefore good to keep an eye on the plot map. We do not work with a waiting list.
At the moment, it is not yet known when new plots will be issued again. As soon as more is known, we will let you know via the newsletter and via woneninlelystad.nl/en. To stay informed, subscribe to the newsletter. If nothing is mentioned on the website or in the newsletter yet, nothing is known.
This is done through registration with the notary. As soon as the registration date and procedure is known, it will be mentioned on this website, on the Lelystad Municipality website and in the newsletter. If nothing is yet on the website or in the newsletter, the date and procedure are not yet known.
Currently, the municipality only gives out plots in Warande. You can see the plots on the Plot Map. Are there no more plots available? Then keep a close eye on the map. Plots sometimes come back and are then put back on green (for sale).
Every now and then, plots that were previously under option (orange) come back. The municipality then puts these back to available on the Parcel Map.
Yes, finalising an option costs €300. When you proceed to purchase the plot, we deduct this fee from the purchase price. If you waive the option during the option period, the amount will unfortunately not be refunded.
The option period lasts 10 months. During this period, you take the following steps:
- Arrange finances
- Working out your residential wishes
- Find an architect or builder
- Final design
- Submit building plan
- Environmental permit application
- Signing purchase agreement
- Building plot inspection
- Choice and appointment at notary

The new home to be built must comply with the:
- Image direction plan
- Plot map

These guidelines can be found at 'plot info Municipality'. When you click the plot on the Plot Map, a white text window appears with price, size and a link "plot info Municipality". Clicking on this will take you to all the attachments. You can open each of these again.
An image plan (or image quality plan) contains the ground rules/stand criteria for the intended architecture of the buildings. A building standards consultant tests the design against these rules.
The plot passport is a drawing with the dimensions of the plot showing where the house on the plot may be built. You can also see where the front and back gardens are. This is important for building a storage garage, an extension or a shed, for example. Also indicated are the required yard fences, the location of the driveway and the minimum dimensions for the required parking spaces on your own property.
The zoning plan (or development plan) defines the functions (destinations) of land and buildings. It states, for example, where houses, roads and green spaces may be located. A zoning plan also regulates the maximum height, minimum distances from plot boundaries and the building percentage of structures. The most important measurements are also included in the plot passport. A zoning plan consists of three parts: an imagination (planning map), explanatory notes and rules. The zoning plan is also on www.ruimtelijkeplannen.nl. The building plan is tested against the zoning plan when applying for a permit.
The zoning plan states whether a home business is possible and what is meant by it; what business activity is desired and what the maximum size may be. You can find the zoning plan on the plot map or at www.ruimtelijkeplannen.nl.

Take your wishes to several architects and/or construction companies to request a quote. And then make your choice.
Together with your architect or builder, you work out the design and make your building plan. When this is finalised, you submit your building plan to Welstand. We call this a Principle Request. This will check whether your building plan complies with the Visual Direction Plan.
Yes, building a home requires a permit. Once the building plan is approved by Welstand, the environmental permit can be submitted. The architect or builder is aware of the current regulations. You do this within 6 months of the effective date of the option period.
Processing an application for an environmental permit costs money. We call this fee. The cost of submitting an application for an environmental permit depends on the building sum of the property. For an up-to-date overview of the fees for the various activities, please refer to the fee regulations.
Have you submitted your permit? Then email wonen@lelystad.nl for the purchase agreement. This will be drawn up and sent for signature. Keep in mind that this will take several weeks. The purchase agreement is subject to the General Conditions of Sale 2018.
About 4 weeks before handing over the land, you should request an inspection interview. You can do this by sending an e-mail to wonen@lelystad.nl. A site survey will then be scheduled just before the transfer of land. At the inspection of the building plot, we will discuss how the plot will be delivered by the municipality.
You make an appointment with a notary of your choice and notify the municipality. We deliver all documents to the notary. Notary offices in Lelystad hold a continuous power of attorney from the mayor, so land deliveries can be completed faster. If you choose another notary, this process may take more time. In addition, additional work may need to be carried out by the notary. The cost of this will be borne by the buyer.
The (legal) delivery of the building plot takes place at the notary via a notarial (transport) deed. Among other things, the notary checks whether the purchase price and other monies due have been transferred. A copy of the deed is registered in the Land Registry. This formally establishes the transfer of ownership. You are now the owner of the plot and construction can start.
From the moment the land is yours. The situation is measured every year on 1 January. The value is assessed by the appraiser. The moment the 1st pile goes into the ground, the property changes from land to 'house under construction'. Consequently, the value also changes.
You may only build on the plot once you own the land. If you (or your contractor) do start building, it means that the land has been disturbed. This has legal tax consequences. The plot will then be taxed with 21% VAT, which will be charged when the plot is notarised. Placing a construction sign or fences is also only allowed after notarial transfer.
During the option period, you have 10 months to complete the environmental permit and finances. After transport at the notary, construction should have started within one year (piles driven and foundations laid). Within 3 years of notarised transport, the house should be ready.
Plots that have recently gone on sale still need to be prepared for building. During the site preparation stage, the municipality's contractor will lay the sewerage system and the municipality will coordinate the construction of the electricity and heat networks. Construction roads will also be laid.
Plot prices are based on price level 1 January 2025.
Indexation is calculated from 1 January, it is 3.13% and the monthly indexation is 1/12 part of it.
Yes, even if you want to generate your own energy, district heating connection charges must be paid. You are not obliged to take the heat afterwards, but the connection to the district heating is mandatory. The connection to the district heating is also part of the permit. When the house is delivered, it is checked whether everything was built according to the permit. This includes the connection to the district heating.
